Joe H. Phelps was born in Fayetteville, TN on June 26, 1934, to Sue Phelps (Wilks) and Nelson Johnson.
Joe was raised by Ida Small "Momma Ida", during this time he gained the nickname "Wimpy", and a sister from another mother, Lena Small. Joe didn't go far in school, but he was a fast learner, and good with his hands.

To Joe and Ara's union three children were born, Joseph, Kim, and Eric. Joe got a job working construction and retired after 30 years from Forti.
Joe was family oriented, he loved his children, and grandchildren. He was the type of man that had to be busy. He loved his yard, planting flowers, and helping others do odd jobs.
